If your budget is only $70.00 you can get a mouse or a hamster. Anything else is out of your price range...unless you can get used cage and supplies. Then you may be able to add gerbils, rats, or guinea pigs to that list.
Since you seem to be short on cash, I would not recomend a guinea pig. They are more expensive to care for long term.
Since you don't like mice, and everything else is too expensive, I'd say hamster. They are cheap, easy to care for, don't need a lot of time outside their cage, and if you shop around you can find a friendly one. They also prefer to live alone, so having only one cuts down on how often you clean the cage, and the overall cost.
Just remember, even small furry friends get sick and need vet care. Do you have vet bills in your budget? Best not to get any pet until you know you can pay vet costs if they come up.

cats are nice. they always listen and are very comforting. they are always a nice companion when you need a shoulder to cry on
i think a ferret would be good, they may stink but they are litter box trainable and you could always give them a bath.
The best small furry pet is a hamster. You can buy one at your local pet store. I have a Fancy Dwarf Hamster. He is a sweetie. He lets you play with him. He loves to run in the wheel. He is just an overall great pet. He also doesn't run too fast so if he gets out you can catch him easily
What do you expect to buy if you don't want a mouse or a rat?? for under $70.00. Hamster is the same difference but a rat is smarter.
